I live at Villages of Essex park on 41st ST. Very dog friendly. I've seen some big dogs, too. I was able to get a first floor park view apartment. The patio door opens right out into a huge yard/ park. My dog doesn't run off so I can just let her out without having to leash her.
Preserve on Maine is a dog friendly apartment and even has a shuttle system to Mayo Clinic!

Flats on 4th is also pet friendly and has a private dog park on the second level, if you're looking for something close to the Mayo campuses!
There is also The Gryff on 2nd, walking distance from St Marys. I live down the street--all I know is it is pet friendly.
